Prior to the commencement of World War II, Japan’s fiendish Black Dragon Society are planning something evil with the Nazis. The high Dragon Yakamea orders for a group of five American industrialists to be ‘done away with’ and replaced by six Japanese conspirators. The Nazis order Dr Melcher to transform the conspirators to identically resemble the Americans. After his job is done, Melcher is locked away for a lifetime in a cell so that this secret will die with him. However, he switches places with a soon to be released Colomb. Upon his freedom he follows the six Japanese to America, where they have assumed positions of the industrialists in a bid to cause sabotage in the Monogram defense plants. Once Melcher kills the impostors, he dumps their bodies on the steps of the Japanese Embassy. The FBI get involved and try to piece together what the five murdered men had in common. They take a trip to Japan in an attempt to track down the sixth man as bait for the Dr.
