Sir James Blake has retired from Scotland Yard in order to help his niece, Hope, and her friend Jerry to develop an apparatus they believe can prevent wars. Sir James plans to donate the apparatus to the league of Nations but before he can do so, it is stolen by a gang of criminals, whose leader is known only as the ‘Scorpion‘.
