Meter Maid
Get an alert *before* your parking meter expires, even if the app isn't running! You can quickly check exactly how much time is left on your meter at anytime. Meter Maid pays for itself many times over by saving you from even a single parking ticket.
Meter Maid also lets you save the GPS location of where you parked so you can always find your way back to your car. You can even get walking directions from your current location.

Meter Maid does play a sound and show an alert when the time is up. If you're not seeing any alerts, please make sure both "Alerts" and "Sounds" are enabled under Notification in the Settings app.
