NOTE. When popup alert says:

'PhotoCollage' would like to use your current location.

You must answer 'YES' in order to be able to select Photos and generate collages!

If you have already selected 'Don't Allow', in order to correct this, do the following:

Go into your 'Settings' app and click the 'General' tab. In the next page, select 'Location Services'. Now scroll down until you see the 'PhotoCollage' icon. Turn the blue switch to 'ON' position. Now when you return to 'Photo Frame & Collage' you should be able to see all your photos!

Some negative reviewers are experiencing trouble due to not enabling 'Location' services! Please be kind and adjust these negative reviews when you correct your iPhone preferences.
